I'm curious why HappyLambBarn let this game through while restricting Lost Life. Anybody know the reason?

It's got nothing to do with HLB; f95's staff decided this was fine and the other game was too much
The reasoning there is pretty obvious when you look at the games next to each other; gonna have a much harder time arguing that LL isn't loli than Dog Princess
Fantasy I guess. It's easier to excuse non-human features. Still think it's the same, but whatever.

The wording of the rule is "prepubescent" and the more realistic art style aside, LL is clearly supposed to be that, while you could argue Dog Princess is just small
Eh, other games with less realistic style but all characters in high school, though with the protagonist being small with a big ass and teased for it, have been removed, it's why I said it's easier to excuse non-human features.

I would imagine that's cause they're directly stated as underage if they're in highschool, but yeah I think the rule isn't super consistently applied and I'm sure there's examples of things which I would think are more fine than this that get removed and vice versa.
In the specific comparison between Dog Princess and LL though, I think there's a pretty big difference between the two and I know for sure which one I'd rather be seen playing.

Ah, I see. That makes sense. The art style of Dog Princess probably makes it easier to defend too.
The main file is the unfinished remake. The one under that (look for the words Old v1.05) is the full original Flash version.
I officially can't play Alpha 2.0 because it's no longer possible to penetrate her. Like at all, I've tried everything I can think of, it just suddenly stopped letting me penetrate when I was fine to before. Reinstalling didn't even help.
You need to rizz her up properly. She won't just let you inside without a proper rizz.

You can "penetrate" even dry.
To "insert" you need 3 actions. Raise her legs, spread her legs and move her panties to the side.
Then turn on the male organ and drag the mouse cursor a little with the right mouse button pressed, as soon as the animation of the movement starts you need to "freeze" and wait. The animation with the script will do everything for you. But if you continue to drag the mouse up, the script is reset, the animation is reset and nothing happens.
You need to tease or develop for insertion into the anus. It is almost impossible (extremely problematic) to insert there without development "with a finger".
