any one know how to get the ID card?

I reached end of the update but i didnt encounter this. So u get valve, water goes down, get screw driver, break electricity box near the entrance and poof! So yeah, but i didmt encounter this nor was i able to open box with combination. Help?

I just keep clicking the black liquid in gas station, and it said i waste too many time to inspect it, and a car come up.

I find two zombies further into the sewers. But I only have 2 bullets (unless there are more to be found). And I usually manage to kill one but then am out of bullets and GAME OVER. Any ideas?

Edit: Before that, is there any way to get inside the gas station? I can look inside but then can't seem to do anything else.
