Yeah, and that's how the developer works. Sometimes it's longer between public releases, like this one, depending on what's being added and the complexity / amount of time needed for it.
Seems to be random, though last time I played the RNG was skewed heavily for darker skin tones. (RNG to the point where you talk to a pre-made character, have sex, then get a randomly generated guy that may well look completely different to the character).
The changelogs since then have not mentioned anything regarding that.
Which is unfortunate.

Okay, issue solved : I deleted the "persistent" file from the game\save folder, and from AppData\Roaming\RenPy\TheFixer-1582640956 (as well as my saves, then I put my save back), the game now works properly.

You're not actually getting black guys, mind you. It's only skin colour, with no other phenotypical differences.
Which is enough for us with hard negative racial preferences, sure, but if you're fully and exclusively into african phenotypes you'll be disappointed.

Male starts gives you "child free" perk, but getting fucked immediately removes it. Is it getting removed at values of preg_desire above -99? Feels like it should stick around for longer

after giving birth the game says that since the mc is unmarried (and some other thing that i can't remember) they'll have to take the baby away so i assume a relationship system and marriage is planned in the future, anyone know when this might be coming ?
Well, it's not planned for you to keep any baby in the game. Part of the lore is that you require a license to keep a baby, if you don't have one the baby is taken to be raised in a separate area by professionals. This is for lore reasons, since they don't want the idiot young people who are frequently alcoholics / drug addicted raising the kids when there's been a population crisis. It's also because raising a baby in a porn game isn't something the developer wants to make.
Now there may end up being a relationship system much later on, but that's not been mentioned by the developer at all AFAIK.
Have you seen their unemployment and prostitution rates? And that's with population shrinking! You'd think that rebuilding effort would require a lot of labor of ANY quality, but nah

Taking worldbuilding elements in a sexual fantasy game seriously and complaining about them is never a good look. Sammy's role as a fixer wouldn't work in a world that had real-world bureaucracies. Recognize that the game is fiction and needs certain elements to be present in it's fictional world for there to be a game. Don't assume malignant intent without cause. Also, don't assume that your mindreading of the developer's intent is actually more than a figment of your imagination.
Honestly if this is the content your looking for I think your best bet would be a modded Sims game.
So what's the point of having any kind of RPG and management elements in the game then? To force people to waste time and click more? You either balance the content alongside adding new one to make the game at least playable or simply turn the unplayable and unbalanced parts off, simple as that. Polishing and balancing stuff after being done with the content is not for early-access type of games. If so, it will take very long years until it will be playable.
