Guys, is it just me, or the dark skin option for MC's character creation is now missing in the latest build? Or do I have to get it from doing mission, or something?

Perks like commando and bimbo are easy enough to get. You can also acquire the exhibitionist perk just by playing the game.
Keeping Sammy in shape (without cheats) is harder to do, especially if she's been pregnant. This perk helps.
You misquoted the version, as-in, on itch.io, it's version 0.3.3.04, which is 'older' than what is currently posted here, on the OP, version 0.3.3.21 .

Depending on how you choose to look at things, both of those can be considered current. Or neither. Or one.
The current Patreon build is 0.3.3.27.
The current Stable/Public build is 0.3.3.04.
Lastly, and arguably least deserving of the "current" label, the current Patreon-build-as-leaked-here is 0.3.3.21.
Look again : Stable Build (v0.3.3.17) , which is still a later/newer version than version 0.3.3.04 .

And the nitpick between version 0.3.3.4 and 0.3.3.04 is likely misunderstanding on your part - following common versioning standards, those are the same. Version numbers are not decimals and instead just incrementing numbers. This dev just likes to prepend all fix-versions smaller than 10 with a zero. See also that no version was called 0.3.3.1, but instead we had both a version 0.3.3.01 and 0.3.3.10.
So imho it's perfectly fine to call version 0.3.3.04 "0.3.3.4" instead.

Sure, it is technically correct that we are not yet at 0.3.3.4, and that will always be technically correct; With the way Sam Tail uses version numbers there will never be a 0.3.3.4, no matter how long we stay on 0.3.3.XX. For the purpose of this specific game, the nitpick between 4 and 04 is pointless.
And as has already been pointed out, 0.3.3.17 is not a stable build, even if it is advertised as such here. It takes all of two minutes of scrolling through the post titles on Patreon to find out what is what with regards to versions.
You wait for the developer to finish writing it…

021 is a later build than 04, but is somewhat less stable, I can't remember the last time I saw an error in 04, but there are some in 021 (although not so many that make it unplayable). There are some UI changes in 021 such as the ability to automatically reapply makeup after showering, and IIRC you can have two outfits per catagory rather than just one in 04. I found two events which aren't in 04, but one of which isn't obvious and I doubt I would have found it if I hadn't known roughly what it was.

though I've seen people talking about the mira quest and how they completed it or some options in cheat menu that i don't see in 021, and i can't complete mira quest i don't know why, that is what is making me confused about what is the latest version
From the various reports here Mira's quest was broken between 0.3.3.04 and 0.3.3.27
I'd recommend playing .04 and waiting until the exhibitionism update is released publicly, as that's likely the most stable versions you'll get.
