That is because it's pure RNG, whether a skill increases or not. Which is why I save scum a lot.
At some times (don't know when) she goes out and dances naked. At this point you can confront her
You need to visit in the evening(after 21:00 I think) and you need to visit 2-3 times without anything really happening until you find her there(you can see her hiding in the background but you still need to visit a few times before it progresses, and by times I mean DAYS not just move back and forth).
i cant seem to find a way to have her not reject sexual advances at the beach thing....also it would be nice to have auto reject prostitution toggle (with exception of quest events which shouldnt count anyway as its "spy stuff"). 1 its just to easy, but another reason is if your doing something else it just comes up all the time.....another thing, when your just out in the world, or at the bar, people shouldnt just offer money immediatly....it should be something you can ask for or they might offer after you reject
I'm not sure what I'm supposed to do in this game. I'm 2h in and nothing happens, it was mostly...reading. Is it more like a VN with minimal gameplay? The game keeps warning you about perverts and this gritty and dangerous world (aka Degrees of Lewdity) but you can pretty much walk around half naked with 200+ allure at night and feel safe.
For more danger, open up the cheat menu in the upper right and enable Danger Days. This will gradually ramp up molestation and rape over the course of a few weeks. If you want to skip the gradual ramp-up, disable Danger Limit in the cheat menu.
For other content, make sure to talk to people and read what they say - they'll tell you where interesting stuff happens and unlock new content (e.g. Robin and the molestation bus rides, and more when you progress her content).
But yeah, this game could use some more hints on how to find interesting content somewhere.

The patch notes state that "the perks former male, Bambi and meek auto reject extreme sexual advances if its too early in the game" Unfortunately it currently blocks all sex instead of just extreme stuff. I hope we get a fix for that soonish.
However, the beach scene also gave me a bit of an idea.
In the past, I would always go along with the guy and didn't even know there was an option for Sammy to go and look for Emile and finding her getting it. And that it then gives you a secned chance to get you fuck on sadly that one also gets rejected currently.
But I was thinking, what if catching Emilie is what makes Sammy hit fuck it /gets her so turned on that she now agrees. But because you took your sweet time, you will get caught by Emilie, and with Emilie being the pushy tease she gets the guy to creampie Sammy. Resulting in a conversation/argument between Sammy and Emile about how it was and if you say you liked it you get the ability to earn the creampie lover trait early. And independent from baby crazy. just a thought.
Also kind of weird that, despite being blocked from sex, I still got a pop-up if Sammy wants to have a baby or not. I personally don't like the idea of it just being a pop-up. It should be part of the game like it was in the past, but maybe not fully automatic. Maybe when Sammy gets to a certain point, like xx regular creampies or x risky ones she has like an inner monologue/thought thing where Sammy thinks about how she might get pregnant and then you get the option to pick if she want one or doesn't or doesn't care.
OK, thanks! So the game gets more difficult on its own as time passes? I mean, why danger limit is enabled by default? Is it like an easy mode?

No, AFAIK you need to explicitly enable "Danger Days" in the cheat menu. Only then you will get more and more molesting and rape encounters as the game passes.
Although IIRC there are a few rape encounters even without enabling it, e.g. when working in the bar.
Danger Limit being enabled is probably so that if you enable Danger Days at game start Sammy doesn't get raped left and right before you have a chance to build up her attributes.
Now why Danger Days is off by default, I don't know. But I'd guess it has something to do with Patreon's policy on non-consensual content. Although if that's the case it's a bit odd that the dev got away with letting users enable it via cheat menu. Usually "someone" who is definitely not the dev would have to provide a patch that "adds" that content, like you see with many incest games on this site.
Sounds like that's how the game's meant to be played. How do players supposed to know about such an easy to miss option. Not gonna lie, the open world felt very empty, hopefully that's not the case with danger. Do you recommend turning both DD on and disable DL?
I usually keep Danger Days off, so someone else would probably be a better judge to tell you if it improves the game.
The open world fills a bit when you meet new characters, as they will then show up around town. And IIRC one of the upcoming updates is supposed to focus on improving the open world stuff, although that's probably still a few months away.
Didn't know you could have NC events inside the bar while working. Interesting. Will have to fire the game up once again.

The breaking pipe quest at Haven appears to be broken, or I may be missing something. I read in earlier threads on how to acquire it, but I am unable to do so. The character doesn't attempt to look at the the toolbox in the storage room when I use scavange, and she makes no effort to acquire a chair.
Edit: I finally got her to acknowledge the toolbox, but now she's not wanting to get the chair in the lounge. She keeps saying she's found what she could, and doesn't want to scavenge the lounge after that.

Ok, what I've read from the earlier posts:
- Danger Days off means you're free from molesting for the first 20 days, after that it starts ramping up.
- Danger Limit off skips ramping up (apparently it's a slow process) and puts Danger to max instantly.
Yeah, IIRC each character gets their stats randomized every time you start the game, and AFAIK each of them can start pregnant.

No, if Danger Days is off, the danger is permanently off. (This is the "prevent Patreon from suddenly taking away all Sam's income" safety switch.)
If the game is a car parked on a hill, Danger Days is the handbrake you can release to get to the bottom of the hill (where all the nasty stuff is). And Danger Limit is the accelerator you can use so you do not need to wait for gravity to slowly do the job.
As for your earlier question about how the game is "meant" to be played: Switch Danger Days, leave Danger Limit as is. This eases your Sammy into things and makes sure she does not get overwhelmed by assaults early on.
Personally, I flip both switches, which makes for a more "realistic" world. After all, any potential molester would not know and would not care about how long it has been since Sammy woke from her coma. But I would not recommend that until you are familiar with how things work.
