If they've moved on to bullying Cass instead, they won't take the beers from you. You'd have to give the poison to Cass for her to use on them, but I don't think you can give her the already-poisoned beers.
What I know is: either you are being bullied and they steal it from you or they forced Cass to such a level that she accepts the poisoned beers from you and gives them to them...

0.3.3.21 is a dev built meant for testing, not playing. It is a gamble whether any saves from dev builds will work on later versions.
This is on the mods, really, they posted a dev build and slapped the stable tag on it for unsuspecting users.

How do you even get the poison? Sammy never got troubled by the bullies in my playthrough because her mood was always too high from showing off (Exhibitionist Perk). The bullies did start targeting Cass after a while though.
You can get the poison from the shady dealer at the beach.
Nah, you just need to give it a bit more time. The days remaining is more of an estimate than a strict timer.
