AAA studios never, they are risking too much money and are extremely careful to not offend anybody in any way.

However, considering how oversaturated the market is, there may be decently funded studios seeking unclaimed niches.

There's no rules for that either. Take a better look at any beach scene and you'll surely catch some naked enhanced tits here and there. But yeah, it rarely apply for the main actress, but it's mostly because they are less superficial, not because there's a rule saying it, not even an unwritten one.

Most female toons from AAA studios are fully clothed with realistic proportions. Even mild sex scenes like those from Dragon Age, Mass effect, are pretty much non existent now. They are moving away from it.

There just Isn't the demand.

Like how sure are you about this? Last I checked H games on this site get millions of views . Theres what? Around a hundred million+ individual users of this site or around that? Not thinking of other sites either. Now the thing basically is none of those are paying users. Eventually AA H games will get made. Eventually if those manage to sell well enough then AAA H games might get made. But games development cycles take years.

Because theres definitely the numbers required I dont see how anyone doesnt see that.
