im getting a bug, on android when doing the watergun fight doesnt load the jpg. Can't ignore or rollback it crashes the game.

As for your last question, of course I am biased, but I certainly would say so. If you're into this type of story at all that is. And as usual with sandboxes, the stories of the different possible LIs are of varying quality, though people will differ on which are the better ones for sure.
The story is certainly one of the better ones out there, although I will say that the recent updates did speed up certain things more that I would have liked. The game takes a rather slow approach at first and for some reason it did step up quite a bit. It can seem a bit out of character.
The easiest way to explain the development plan is to view it as a book, which releases one chapter at a time. As such we don't have the ending yet, but what we do have is more or less complete.
Sure due to being a branching visual novel with optional parts to it, it's not as simple as a story from A to B. There are paths, which quickly ends with "will be added in a later update", but that's less of an issue than it sounds like. If you like it, then you like it in the current state and if you don't, waiting for it to be finished won't help because it just isn't the game for you.
Having said that, once in a while old parts are updated. This is mainly fixes such as replacing early graphics as later graphics reveal higher quality due to experience. Bugfixes are also added whenever a bug shows up, through I will say that generally the number of bugs is quite low. To my knowledge, there aren't any known bugs at the moment.

With how slow the updates come out I actually prefer the story speeding up a bit. otherwise it will take literal years to get to the good stuff.
That is a good thing. The game is already over 5 years in the making. The last time I touched it was 2 years ago, back then the updates were far apart and underwhelming. I hope when I come back to it this week, they story finally does progress by a meaningful amount.
Even if the developer didn't have a plan for the complete story at the start. 5 years are more then enough to form a plan and see it through.

Option 1 is the best option for Newman, for me. It fits the school environment more and Newman's background. At most, I would change something with either the boots or the skirt.
