There was a bug in the initial version 16 releases that got fixed with a patch. The following post has more detail. https://f95zone.to/threads/the-headmaster-v0-16-3-altos-and-herdone.23470/post-14916554
You may want to check which version number you have and may require the patch or a fresh download.

Everytime someone has a flag problem like this I say try this, it might fix it lol:

Could you please try to enter in the console (shift + O) the 2 following commands (press enter for each command):
patrol5_done = True
cass_smile2 = True
Then try to play a few weekdays (try to do a few paperworks and porn watching at desk as well)

Darn, my save file was corrupted when I built my new PC. Does anyone have a save file fully completed up to 16.3?

I am currently uploading 16.4 to a gofile. If I can get a save for 16.3 I will instantly upload it when the 8.0GB file is done. it is at about 30% uploaded atm.

I really don't want to start all over again.
