i have the same issue i deactivated Windows defender and tried it with 7zip too :/

Animations freeze all the time.
The caveman technology fix is to go to game directory->www->movies and just watch animations with media player manually ...
Idk what else to do besides that.

Check if you have HDR turned on, disabling it fixed it for me
