Lucy's eyes aren't nearly terrifyingly cold and soulless enough.

Sounds like a great angst theme to bring up in the event of a potential conflict with his parents. Or just with Lynn Sr., since Lincoln's mother isn't exactly objective about her son at the moment.

I don’t agree, but I understand this point. I’ve always been a fan of the “bright blue eyes” headcanon, ( I imagine a shade of blue so pale that it’s transparent from afar) but there’s always an artistic difficulty in making an unattractive trait on a character that the audience believes without being too disgusting. (especially important for a waifu/ porn character) Her eyes look alluring while still being uncanny to me, but maybe that’s just the shock of seeing her eyes in general. It’s more “ believably creepy” than the official peek we recently got of Lucy’s eyes that doesn’t differ from anybody else’s

I don’t agree, but I understand this point. I’ve been a fan of the “bright blue eyes” headcanon, ( I imagine a shade of blue so pale that it’s transparent from afar) but there’s always an artistic difficulty in making an unattractive trait on a character that the audience believes without being too disgusting. (espcially important for a waifu/ porn character) Her eyes look alluring while still being uncanny to me, but maybe that’s just the shock of seeing her eyes in general. It’s more “ believably creepy” than the officia peek we recently got of Lucy’s eyes that doesn’t differ from anybody else’s

Honestly when the cartoon came out I always thought Lucy had red eyes since she's a goth and all.

Giving my 2 cents as the art nerd, but also providing my insight as the guy who designs and illustrates the game.
Everyone in the cartoon has black dot eyes, so none of the eye colors in the game are "canon" . I picked the eye colors for the parents (Rita -> Blue; Lynn Sr -> Brown) and continued from there.
So the blonde/light hair color siblings have variations of blue, and the brunettes have variations of brown. Lucy's case is special, not just in the game, but in the show, she's the only sibling with black hair. But given her pale, cold looks, I went with blue, rather than darker/warmer colors. Even more, I think it's actually the lightest shade of blue among the rest of the family in the game.

Now, with the rest of the eye design, and her backstory. It's not like her eyes are horrible to look at, or that she's ugly or whatever. Remember that she expresses little to no emotions unless she's really comfortable (Like crying in front of Lincoln, in the flashbacks). Her personality is reflected into her eyes, she stares at people and judge them silently, she's a dreamy loner who is into gothic poems and freaky literature. Of course that maintaining eye contact with her for more than 10 seconds will make most people unease lmao. (At least in-universe)

This is a very common design choice in anime , where eye design aren't just tied to the character's gender, but their personalities too. I tend to play with the roundness/squariness of the entire eye shape, and how tilted the eyelashes line is, depending on how expressive they are.
Lucy has her eyes covered for like 99% of the game, so I have to rely on her mouth and body language for most of the time, this means I can make a specific, and "uncommon" choice for her eyes to make them more special.
Lynn is very expressive and spontaneous, she has little to no shame when expressing her feelings on a daily basis, so her eyes should allow her to express a lot of hormones passion!
Tilting the eye shape upwards for "Hot" characters (Not "sexy" hot, but "personality hot"), and downwards for "Cold" characters is pretty common.

Another detail is the eyebrow, Lucy's are very simple, drawn in a single curve, while Lynn's are more angular, or "Z-shaped" when on extreme expressions, not too common in the game yet tbh.

For anyone reading this and interested in character with "tilted" eyes like Lucy's I recommend checking Trigger's character designs. They have a lot of eye variety.

Also just to chime in from a Lore perspective.
Rita and Lynn didn't let Lucy's bangs grow over her eyes because her eyes were creepy.

They did it because she wouldn't Stop STARING at them, like she was literally looking into their souls. Their words were something to the effect, "She won't stop staring at us!" like she never blinked and it felt like her judgement was always present.
