It's cosmetic and getting them to wear less or more revealing clothing is a "reward" for reducing their inhibitions.

Juggernaut event is triggered at the end of the season/quarter by acknowledging a quest. If you already passed that point in the game you have to restart.
This is actually a season quest for Fall in a new game. I get the sense that it can't be skipped.
Yeah, you can't miss Juggy. The only way I can imagine someone did is that they accidentally skipped through the whole thing.
Edit: Apparently others on the site say you can do it through just petting with cloths on, it's been a few months since I last played this so I might just be misremembering. I still recommend just powering though the story as it makes things easier.
