Boom-Boom, aka Tabitha Smith. Her power is generating localised plasma bursts that she can put on a countdown timer - she calls them 'time bombs'. Tends to be something of a 'blow up things first, ask questions eventually' kinda character, her level of airheadedness varies depending on the writer. In her first appearances, she was heavily based on 80s-era Cyndi Lauper and was more of a general troublemaker who usually got people shouting at her for solving all her problems with explosives. And by 'problems' I mean 'everything from world-ending threats to petty squabbles with her teammates', she's not particularly smart or subtle. Nextwave has her at probably her dumbest, but even in other books, she tends to be a huge tease/flirt and doesn't think more than three seconds ahead. That said, she has put the hurt on characters like Stryfe and the Horsemen of Apocalypse, so she's not to be discounted in a fight.

Basically. She's dressing like a stereotypical dumb blonde from an 80s porno and, for the most part, she kinda is. In the 80s/90s, she was usually chasing after half-a-dozen guys at the same time and anytime someone hunky showed up, she'd drop everything to openly perv over him. They could never show anything more than that, but that was pretty much code of 'is pretty easy' back in the day. The X-Men Evolution version of her dropped the brainlessness and made her flirt with everything that moved - granted, it was usually to get her own way, but for a kid's cartoon, it was pretty shameless.
