As Shiny mentioned, it is already in the code. Ron has also stated, explicitly, that he intends for it to be supported by the art, as well, but that it is a pretty niche interest and thus fairly low on the priority list for art assets. Because it would have to be taken into account in many different poses and clothing options, it is more time consuming than, say, bush or anal hair.
I asked him about it a couple of months ago and he indicated that it was still something he wanted to do with the game's official art, but that it was highly unlikely to find its way in until at least Chapter 2.

I'm not sure what sort of fucked up dystopian hellscape you're living in, but even in the US where plastic surgery is egregiously popular, fewer than 21,000 labiaplasty surgeries are performed each year. The population of females in the US aged 15-45 is over 65 Million.
21,000 people (most of whom are sex workers or cite that they are doing it to return their labia to 'normal' after multiple pregnancies) out of more than 65 Million is not even a drop in the bucket. Let alone a 'trend.'
