Laura: I would find absolutely hilarious if she dressed up as a cheerleader. Just the mental image of her in that outfit humors me. Could also see her dressed up as Tifa (much like the Rogue: Like costume party)
Jean: Slutty cop or nurse would do. Could see her in a maid outfit as well but maybe an alternate style from the 'traditional style'.
Kitty: I could see as a cheerleader, or as a teacher.
Storm: Honestly first thing that comes to mind is Cat Woman cosplay, very much like from the Showcase in recent times that involve a stripper pole. (If you know, you know.)
Emma: Witch or oktoberfest bar maid I could see. She does have the bust to pull it off.

Ngl having a gyaru would be pretty nice, sukeban is another style that I like a lot but gyaru would prolly fit in more with the time the game is set.

Im still up for Laura as Alice because those two girls crawled of the same edgy 2000's hole (American McGee's Alice came out in 2000, X-23 in 2003).

But i cant deny the hilarity of the serious, humorless girl showing up as a cheerleader becasue she read online that was one of the most popular costumes for women her age, specially if she hold her pompoms with her claws.

Side note: I'll never understand why they didn't release the full songs that they made for them in the show. It was raw 2000's.
Probably a mix of not having enough for a full album and having multiple voice actors working on the songs under different contracts over the many years.
Using a song in a movie or T.V show has different legal requirements than publishing it as an album, making actors sing an original song as part of a movie goes under voice actor contracts but if you want to publish that song you need a music studio contract and the performers can be entitled to royalties.

These days it's less of a problem since we live in the age of mega-corporations where just about every conglomerate that owns an animation studio also owns at least one music label but that wasn't as ubiquitous 25 years ago when the Hex Girls made their first appearance in the series.

The gyaru aesthetic was a Japanese take on 80's California girl fashion culture, just like how a lot of Japaneses hooligan culture of the time was inspired by American greaser culture of the 60's and 70's.
Fun fact, thats where the famous pompadour look came from.

The relationship between the USA and Japan before the 2000's was much healthier than it is today and California and Japan had a ton of cross pollination when it came to culture.
If anything Jubilee would be more like the "source material" so to speak, she's an 80's mall rat at heart so rather than being a gyaru she is what gyaru's were based off of.
