I understand why the game responding this way might be frustrating for you. But Shiny has said, repeatedly, in the past that this game aims to be more realistic than RLE. What Rogue did was realistic. At 40 points of trust, you must have know her for all of a week. That's pretty realistic. Since this game has no game over, incessant talking to is the most a game can do.
My response wasn't meant to be a disparagement but rather, the amount of illogic what you're looking for, it's easier to write a whole new game from the ground up than it is to modify the game to what you're looking for via a cheat injector.

You might want to turn on the console and check:

Jean.friendship['Laura']

That number can get into the negative. If that's the case, it just takes A LOT of pool time (maybe studying together? Not sure about that one.) for the relationship between the two to improve. Conversely, if you take them to the pool and that number doesn't change, something could be bugged.
