Ok, so this has been raised before, but I'm being thick and still can't figure it out.
Rogue is anti-Jean, and has been for a while. I did make the mistake of cheating once /ages/ ago, and I've done everything I can think of to heal the rift.
To be clear: Rogue has long since forgiven me, is fine with me dating X-23, and I've been having sexy time with both. I've tried interacting with them both while in the same area, and getting them all to the barbecue.

I'm guessing you wanna fix the relationship between Rogue and Jean. best way to do this is things like having them both train with you and inviting them both to the pool to swim and sunbathe together. it will take a lot of work but you can fix their relationship. be prepared it will take maybe more than a dozen times to get them to be friends
