I've checked her origin comics and she seems a lot more normal, compared to your page. I guess her stunted behavior was exaggerated later on. Not sure I like it, but I guess it's accurate.

Because New X-men predates it, the solo X-23 comics arent her first appearances.
Innocence Lost and Target X. I've read them because her creators wrote them, but I know that she appeared in the comics before.
She has some weird moments during Target X (like when she decides to repeat principal's rant word for word), but she doesn't comes off as goofy as your panel shows.

Yeah, the pannels of new X-men came from in-between her first run and target X, so her whole schtick hadnt been done yet by that point.
