It's the latter. He's just making a comment on the current understanding of that particular aspect of the field he is a part of professionally.

He's the dev team community manager. He goes through a few pages at a time and comments on things. Not every comment in the chain post relate to the same theme. Just commenting on things that he wants to comment on.
