It's the latter. He's just making a comment on the current understanding of that particular aspect of the field he is a part of professionally.Why focusing on one term, if their is a whole, contextualised meaning in the sentence? Are you talking to me or are you just simply stating a fact? If not the former, what's the merit if your comment inside the context of the reply-chain anyhow?
He's the dev team community manager. He goes through a few pages at a time and comments on things. Not every comment in the chain post relate to the same theme. Just commenting on things that he wants to comment on.
