Just keep doing the Landfill job and it should trigger. You should see her through the window shagging her boyfriend at some point and then go from there. If I remember, the trick is to not tell George that she's cheating and then you can have her for yourself. It's a 1 time thing, not repeatable, so make a save before you speak to George.

I've only had a quick look at your save. But please bear in mind that I'm only a player like yourself and not associated with the game in any way whatsoever. For Farm/Waste promotion issue it looks like you had already progressed past the point that the introduction of the CQM catered for. I had same issue myself. I'll edit your save and try it later and get back to you regarding promotions. The other stuff I'll look at tonight when I have more time.
