its Shiravune a Japanese company. their games are always going to be censored due to Japanese laws. This is what happens when they get all the games for localization instead of Manga Gamer, Jast or even Sekai

any uncensored patch?

Johren & Wildpomme both worked on adult DLC patch & uncensored patch (both required to have the uncensored stuff to work for Steam versions) for both The Shell Part 1 & The Shell Part 2 Steam versions.

Johren released the adult DLC patch for this game today on his site.
If Wilepomme is still active, then she (not sure, just guessing based on her reddit profile avatar) will likely release her uncensored patch also.

So I guess all we can do is wait and see.
