The circa 90's was a period where games were pushing the limit of what was technologically viable to create the genres we know today. Prior to that the hard cap was pretty significant on what could be achieved.The 70s, when people discovered that computer can be used that way. The 90s, when the PC standard appeared
Many games from the 90's would still hold up today, as creativity was used to attempt a vision held back by limited technology (perhaps with a little facelift to the textures etc.). As games rolled forwards they really just expanded on the games from this era with graphics, and more 'real' environments. Outside of MMO's (i.e. the internet) nothing really is all that new i.e. evolutionary rather than revolutionary.
Kingdom Come deliverance 2 still has quirky humor, as do many indie games. The commercialization of games (like movies) means they end up being designed by committee - AAA games 'quirky' in today's day and age means boomers trying to use zoomers terms and ending up with an all around cringy game (i.e. 'research says these words really resonate with the youth' is not a good way to create something genuinely funny).There's always a gimmick these days.
