Go to the courtroom - Take a look on the map. You'll see areas that you can conquer. These require you to be further into the story, with manpower and influence.
Rileigh will also visit you around these times. You'll see a scene that introduces her, and then you'll have to look for her yourself.
Go somewhere else - Go to the harbor - Look for Rileigh.
