It's a Sega Saturn game, you can find the ROM pretty easily.

I googled "yakyuken special saturn rom" and several options came up. You need a Saturn emulator to play it, of course; something like Retroarch works. I did find the download gave the disc image in .mdf and .mds form, so I had to mount it and rip it again to get it into the .cue and .bin form the emulator liked.
