Its moderately easy with the amount of tools and knowledge available nowadays. You can pick up RPGMaker for a simple turn-based game - it already has all the essentials, and you only need to make, commission, or steal some art then learn a bit of coding to implement basic (and even intermediate) scenarios and you're done.Just a thought but how hard to make a turn based rpg? or any game like LoraRPG
What's next would be polishing things up.
That said, a properly made game would still take some time unless you just want to make something that can be completed in a few minutes or so - even then a finely polished short game could take just as much time as a long length but mediocre quality game.
Tho if you really want to try your hand at coding a game, I suggest Godot, there's a fastly growing support community around it so knowledge is easy to get.
