I managed to find a fix without switching to japanese locale. Open up the file in winrar, under the options tab click on name encoding and then 932 (ANSI/OEM - Japanese Shift-JIS). Extract and it should work.

Just 100% finished the game. It's pretty decent, the twist at the end's a nice touch. The game could use better art to complement the H-scenarios, but I'll take what we can get.

If you're buying the English version, you have to wait till the 2.0 translation comes out. Until then, no.
