Ruby is Luna's mom, you'll have met her if you did Luna's first quest and gotten a handjob of her. Luna does massages at 14:00, sometimes she get stood up though, that's when you can get one.

How can i start her first Quest ? I tried talking to her at school but nothing worked
By her you mean Luna? she approaches you after you start work with CHAD (she'll approach you outside of school)... go to to her house, (she lives one block up from the teacher), then you'll need to buy a laptop and forward her some info about CHAD... meet her at her house again to get your daily reward.
Once you have intelligence 25 and you write a better report, rita will grant you access to the FTP and you can work from home (if you buy a notebook). Luna will than talk to you in front of a school after classes and it will start her quest.
