On Gofile I have an error: "Monthly download limit exceeded (1000.54GB/1000GB per 30 days). Please upgrade to premium for higher download limits.".
This error should be one month (January). But it continues for me since January to the current day. Clearing cache and cookies does not help.
This error never happened before January.
I have same problem with gofile. In my case the problem is with the proxy I use to access gofile. So try disabling vpn/proxy services before clicking the download button

Yes, it works. I think the following:

Our Proxy/VPN uses an IP that has already downloaded many GB in a month. And it turns out that each Proxy/VPN has certain IPs available. And those Proxy/VPN IPs, with which we want to download files, have already been used by other people (other people have already downloaded 1000 GB from them in a month).

And when we turn off our Proxy/VPN on the download page and click "download", then the download starts, but from our personal IP (from our Internet provider). From our personal IP we definitely won't download 1000 GB per month. :D
