This is stupid reasoning, on multiple fronts.
As for "in development for 20+ years", just beacuse he made the first version over 20 years ago, does not mean it's been actually developed during that entire time. Although they are clearly built upon eachother, they still have quite big differences, Feel the Flesh being very barebone and simple, with Rebirth being a revamp of the game, adding features, more outfits, backrounds, possitions, and increasing the graphics quality on everything; He finished both of those games, they were not "in development" nonstop during that period of time.
Regarding this game, beacuse he decided to make you able to change colours on almost everything, he had to remake almost every texture, seperate every single sprites linework, shadows and colouring map. If you run the games through a decompiler, you'll see that the previous games just used the single coloured sprites, while TTG have every single sprite split into an absurd amount of different parts.
The Ponytail alone on the hairstyle with a Ponytail uses LITERALLY 125 sprite files.

As for "milking it"; google Kasumi Feel the Flesh, or Kasumi Rebirth, and you'll find both games on an absurd amount of amount of "Free Flash game" sites. I'm willing to bet you almost everyone here played those games pirated on a flash site, rather than gave the creator a cent; even if you googled it on Japanese, you were still be met with several flash sites that was pirating it before you'd find his own actual page.
He have even writen on his Patreon that people who just want the game should stop being members after getting it, and that it might benefit them more in the long run to buy the game on the store instead or just re-joining whenever an update hits.

He've also said that the reason he made the Maid outfit a DLC, was beacuse he knows from the past games that once someone buy the initial game, he stops getting any money, so he plans to make the outfits as a means to keep make some money; the fact that people stay members of his patreon, despite him telling them not too, is not "milking it"; he literally has this on the front page of his Patreon tiers:
"You don't have to remain a patron. This is not a subscription, and I can't promise monthly update of the game. So please support me only for the months you can."

Regarding comparing it to Star Citizen, that has to be one of the stupidest things I've ever heard.
You're comparing a company with 500+ employees working fulltime on a game to a single person who works on a game when he have free time and isn't working (at least last time I checked, he still had a regular job on top of this).
I think his payment strategy is problematic. If the game can be reset with a new engine and sold on platforms like Steam, it may be more acceptable to people than the current subscription system. 23 dollars a month is too expensive for a game of this size.

he probably doesn't know how to make it in a different engine. Sure he could learn it but that is A LOT of effort even making a "simple game" like this would take a lot trial and error. It obvious he's doing this for fun and maybe a little extra money.

I agree. It is not like he's thinking on making an AAA hentai title on an engine that itself cost as much as his whole profit. The game was always just a touching simulator that he extended over the time bit by bit. As far as prices goes honestly sometimes I'm surprised on myself paying $60 dollar for a game that I complete only once and then never play again. I haven't done that since ages but if you ask me I see no problem with this developer's policy. Sure its price maybe match those of the indie games releasing nowdays but it's not like we're going to pay that daily, we aren't here for that and probably we got our reason.

he definitely knows people are stealing the game too, there is no way he couldn't. The price is for those that ACTUALLY want to support him.

Were you drunk while looking through his patreon?
His highest tier is 20$, and even then, it's the exact same benefit as if you pay 5$, not to mention you get the full game for 3$, and you don't have to remain sub, you can choose to only sub when an update has droped. He literally states in all of the Tiers that include the game

"You don't have to remain a patron. This is not a subscription, and I can't promise monthly update of the game. So please support me only for the months you can. (Even if you cancel in the mid of the month, you can access your Tier until your next payment date.) "

Furthermore, you can actually buy the game as a stand-alone product, with future updates for 23$ as a one-time payment; 18$ if you havn't used the free coupon.

He has stated that's why he makes the large costumes DLCs, rather than free updates; to ensure that he still gets some money at least, even if it ends up as widely pirated as his last two games.

I think this is just an upgraded version of Kasumi Rebirth. Here's my gameplay review :

he could have, instead of making 1 damn bunny suit all this time, he could have remade more than half of the game (and could have remade the whole thing if he had started before the maid suit), AT LEAST in Godot, but no, he made the suit in Flash FOR ALMOST A YEAR, this is the height of madness, this is ridiculous, a crazy Japanese flash game creator in his basement stubbornly refuses to do anything new

If people give him money, what reason for him to change the game??

I don't mind if its not changing. It is not like World of Tanks changed in the last 15 years besides some stats or new skins. He's slowly making new costumes and all of them were fun to discover. The way this game works takes me back to the time when I actually enjoyed playing and not to achieve goals. This game works, that's all what matters for me, and the quality is unquestionable.

That is a complete non-comparison nor a point in favor of either of these. There just isn't a comparison between a major MMO and some flash game. And the point is that in all this time, the entire project could've been remade twice over and all that is happening is a single costume and carrying on with an unsupported outdated engine.

But the question is the same, why does that matter? It is just a simple game with no goals, and everything that can be added are just the costume he's making sometimes. Remaking it would completely change his point of working on the game. As I said, World of Tanks aren't changing because it is what it have to be, this is true for this game as well. Both of these could be remade using Unreal Engine 5 and could be even upgrading the gameplay to be much more but would be pointless. Support is meaningless as well because it works perfectly, it can do the few things it promises.

Because this is lone guy, and it's up to him if he actually want to re-learn a new program. Flash and Godot use completely different systems, and guy might feel like he's too old to learn something new, since we know he's been selling Flash games at least 20 years.

The fact that Flash is a nightmare to work with also arguebly acts like a safe-guard for future income. He have said that the reason he makes the larger outfits DLCs is to maintain sales even as people mass-pirate the game, because with both his first and second game people stoped buying it once they were too easily accesseble through pirate means.

By using Flash, he can be fairly sure noone is going to widely mod the game, or make their own free possibly better outfits.
If he made it in something like Godot, everyone would be modding it within hours, and he would be left in the same place as he was with his first two games.

To be clear, it isn't hard to mod the Flash game, it's just very time consuming and requires a clunky Flash decompiler, which is enough to scare most people off.
