You can fix the infinite loading screen bug by following the advice made by user Zom9:

Endless loading is fixed by launching the game with Japanese locale

Win+R -> regedit -> \HKEY_CURRENT_USER\SOFTWARE\NenokuniStudio\Tower Of BOIN\ -> make REG_DWORD here named clear_h176922748 if you already don't have one -> change its value to 1
