Apparantly, he is not finished with it yet, and will finish it next month, while also starting working on the next Rietta event.
Fun fact: It says 'Riettaibe' with Google Translate on the site. Don't know if it's a typo or not.

Yes. The game is not currently being updated and most likely will not be updated in the near future. The developer is currently actively drawing the CG for the game, but is not updating the game itself. Most likely, the game will be released in the next six months(although I'm not sure about that).
