Some files are non-unicode.
The easiest solution for you (if you use Windows 10) would be to go to your Windows settings, then select Time & Language, select Language, on the right side you should see "Administrative language settings" click that and finally you should see "language for non-unicode programs" hit the button that says "change system locale" and set it to Japan.
But make sure you downloaded the Japanese language pack for your Windows first.
