It's at least 80%-90% and less then 100% don't worry to much about going to high as long as it's over the threshold "0%-90%" and you don't hit 100% it will work.

Run with a Japanese locale emulator. Like the previous game in the series, it is exactly the same, does not allow the action to be completed!
