No one's gonna pick this up at this point for a manual transation - it's too old.
Best bet is to have someone make a request to one of the AI translator people who have a lot more capacity.
That’s kinda what i figured, old games like this and the Nekoronomicon are unlikely to get a manual. Anyone doing mtl that you know of for me to dm?

dazedanon handles a lot of machine translations but I don't know if they take requests (or if they do, it might be a patreon or something, will have to look into it yourself to find out)
