I was able to decompile the .win file using undertale's mod tool, but couldn't find any dialog file there

It should all be under in the "Strings" section along with some English code. It's pretty obvious what's what, though. Editing in the Undertale Mod Tool can be tedious, so it's best to got to the toolbar and Scripts -> Resource Unpackers -> ExportAllStrings.csx, which will export them as a txt file which is much easier to edit (or shove through a LLM). You can use Scripts -> Resource Repackers -> ImportAllStrings.csx to add them back in. As long as you didn't add or remove any lines then everything should work out, since most(?) LLMs are smart enough to not mess with the code when all you asked for is a JP->EN translation.
