I already bought the help tip to reach rank 3 but when I translated it, it just vaguely says to "visit the next target amount". Not sure what this exactly refers to or how I can achieve it...

Changing back to the original language, starting the game, then closing it, and finally reapplying the translations fixed it for me.

Just earn more money by doing work at the club. Some of the later target amounts are kinda big, so you needed to grind a bit.

BTW does anyone have a better translation? The current one is decent, but in the second part of the game, when you unlock the lewd shop in the pub, I keep getting error messages whenever I try a new interaction.

it is a translation error. to get around you have to save right before the interaction, then copy that save into an untranslated jap version to get the title and then save it again and move it to the english version. it works after you get the title achievement which is where the error resides.
