Is there any way to open the popup mod in the galleries? I've tried ALT+M but it seems to be assigned in this context to the End replay action.

No, you can't open URM during replays.

Something weird started happening with this mod, like a RKO, it was Outta Nowhere, but suddenly, whenever I have it in the folder, my rollback isn't working. Started a few nights ago, and I had been trying to figure out why, but when I start the game without this mod, my rollback is working fine, but the moment I put this in there, it stops working. Like it will let me rollback, but the second I stop, it jumps right back where it was unless I click the mouse button in the half of second it gives me.

You may need to give the game name and a save. I can say it doesn't happen in my Lessons in love 0.50 with latest urm.

Back In College is the first one. Celebrity Hunt is the the second one. Goldram is the 3rd one. Siblings Delight is the 4th one. JL Next Generation is the 5th one. Mystery Bar is the 6th one. And the one I finally figured out it was from this mod, as when I removed it, finally my rollbacks started working again, Crime Lawn Repeat is the 7th one.

Any chance we can get this variable added to the list for ignoring purposes? I tried finding it using the more advanced method but came up empty.

The fact it happens across multiple games suggests its something you've changed in URM. I don't know if there's a URM persistent variable that can be found across games but I'd definitely try a redownload.

Or there's something you're misunderstanding with URM (user error)
