What? Garter straps are just made of elastic or cloth, why would they usually be rigid?
They're most commonly made with nylon which is hardly elastic. Silk is fairly common as well which bunched together like that holds it's shape. When you bunch fabric together like that it will tend to hold it's shape more than free flowing cloth. Additionally you can even find leather garter belt straps so no they don't have to stretch at all even.

It doesn't need to be the same style. There's button clips for garter belts where the other half is on the stockings that go with them. The black part in his render could very well be the socket for a snap.
