@heartless1206: If you're choosing GIMP I strongly suggest installing the G'MIC- and the GAP-plugin. Especially GAP is like an essential for animating in GIMP, while G'MIC gives you a lot more filter options (Like other types of blur and such). GAP also gives you a blue-/greenscreen interface, which is really handy.
I don't know if they already work with 2.10 though.. I still use 2.8... ^^"
You can find GAP for 2.6 on deviantart - it works with 2.8 as well.

I only have issues with it when using lots of layers.. on huge images...
