If I remember correctly, it's when you move into your own apartment or whatever and you get a car should in a few days give you a quest to go pick up your brother who then starts to live with you. I have not played the game in a while since been waiting on updates, but I believe you can tease him, and he becomes corrupted and starts to do go for you or he gets interested in you and drugs your tea. But like I said barely remember.
