It was because Lily snuck into his office to get the phone number of the 'police' who are supposedly investigating her parents disappearance. They rang Lily whilst she was working at the cafe, and obviously Goldberg noted down the number. But when Lily asked Goldberg for it, he refused to hand it over, claiming that he didn't want to get mixed-up in her problems. So she arranged for the creepy guy at the cafe, to pretend there was a hair in his food, so that Goldberg was out of his office and she could sneak in, and get the number. But Goldberg found out about it, probably because she told James, and he likely informed Goldberg. According to Naomi, James can't be trusted, and is very likely up to his eyeballs in all the dodgy events in Grimwood?

I have a sneaking suspicion that there is some type of underground cult of some sort operating in Grimwood and Lily is caught up in the mix of it all. The grandma has some need for Lily as part of her schemes - but it seems to me that the villagers are involved in some type of satanic worship of some type of demonic (or perhaps even Lovecraftian) entity.
Yeah, Lily gets fucked by the dudes in a gangbang fest in the club event and/or gets taken to a seedy hotel and gets fucked by one of the rich club patrons in the hotel in the other route option.
Your theory is more plausible than the one that the old woman is Lily herself from the future.

Yeah, that was too convenient of a setup which seemed orchestrated by the villagers not wanting Lily to leave the village and to keep her closed off from the outside world for whatever nefarious purpose that the Grandma and the rest of the Grimwood villagers have in store for her.
