Not yet/ I was sidetracked by a translation tool, so that's what I'm currently working on and it will be out soon. But after that, I will focus on scripting tool. There is still some functionality I want to add there before publishing.

Either talk to heather (Lesbian in your Library) or the Avatar of Lust in the Temple... not sure which tells you about it

Read philosophy at least three times in your library. After that a quest should start and you should be see it on your world map.
I found a way around it.
If you have the ring and putting it on and off again doesn't work then you can resort to some trickery.
Put the ring on and open the developer console with ALT+D ( dunno if you need the premium code for that) then in the Actors Tab select Dale at number 34 then click "imperson".
Thats the first step if you now close the console you are seen as Dale and can proceed with the Queen.
To return to your normal form, simply take of the ring that you equipped prior and you are back on track.
Somehow you can't change into Dale by equipping it, but the reversal is possible...

press I to open the inventory. The ring is in the Artifacts tab. Double clicking on it equips it. Double clicking to again unequipes it.
I can't enter the capital when it's red, can you explain why it's red and what to do to get in?
Generally, if a site on map is red, it is locked. You can return to capital later, after some quests are done (namely, during the quest Song of Elves).
