Hard to say with html. If the dev is a genius it might be notepad, if not possibly Twine. Since html is pure text, it could be any tool, but from the looks Twine or something similar.

HTML games are almost always Twine or Tweego. You can download Twine for free, open the html file in it and 9 times out of 10 you can then see how it's made.

Look, I get this game is a WIP (especially the English translation, clearly ESL or auto-translate), but the fact that you start the game with a weapon in a hostile wasteland THAT ISN'T EQUIPPED but instead just in the player's inventory is kind of nonsense. Also, sometimes the sidebar options for inventory, companions, attributes etc. just disappear...

When the game gets to shine town its intolerable with bounty hunter nonsense grind.
The pictures being large and requiring constant scrolling is huge pita. The hunger and thirst meters need to be removed as its repulsive amount of busywork to handle them all the time. For restoring health you're incentiviced to travel to a free bed constantly, instead of doing things sensibly in the one place you're at.
The amount of interactivity and reactivity with companions is terribly low. The only reason to have them is extra damage in combat.
Sex scenes aren't worth it to play the game, they're not written in an interesting way, they dont mean anything in the long run and they have bad assets.
The setting is neat but the writing isn't, Idk just play fallout 1 instead.

What exactly are you asking? The only two codes I can think of in this game is for the bunker in the bomb pit which is 810674 and the locker in the bunker which is "Andrew"
But if your asking for cheat codes there aren't any, but that doesn't mean its not possible. This is a plagiarized impromptu post I found on ich.io that has helped me cheat.
To cheat, download the game and you'll need any application to change HTML code (I heavily suggest Brackets, they're free and have an inbuilt webpage viewer). Right-click "Wasteland Lewdness.Html" and open it in Brackets.
Depending on what you want to cheat is what you can edit. If you want to cheat stats, columns 695 - 701 are where you should edit. Just change the starting 5 to 999 (over 1,000 and the game gives an error code).
To make life easier, instead of scrolling to column 695, Ctrl + F and search "set $strength" and it should get you to the line of code.
For cheating money, go to line 959 (or Ctrl + F "$getpipegun -= 1, $gunpowder += 3") and replace it with "$getpipegun -= 0, $gunpowder += 999". (obviously, make sure not to copy or paste the quotation marks). What this does is let you "sell" your pipe gun for 999 gunpowder and your pipe gun stays in your inventory, so just spam it as much as you want.
This should be pretty damn easy, but if you need help I can add screenshots to make it easier if necessary.
Oh and if you want the game to be on easy mode, just equip a melee weapon (your melee does 2 * 999 damage). If you want to struggle but succeed in every stat check, equip a gun. You'll still need to equip armor and heal because shit hurts in this game.
