It Says go talk with TheGovernor, but I think I may have messed it up by talking to him in the school uniform because I cant clear the objective even when switching to the assistant uniform

no, AFAIK there's only 2 old guy encounters

there are lots like that, some find the captain as an handsome guy so maybe he could be not in that category

even if that's the case he should tell you to change, try leaving and entering the building

the optional content of the other characters appears as part of secondary objectives, so if you check them, yu won't lost them
