Anyone can create a game request. you just have to follow the rules posted here

by navigating to the Game requests thread here you just have to create a new thread for the game.

Once you finish the thread just report your thread letting the Mods know you finished it and the thread was setup properly and they will move it to Latest releases or tell you what you did wrong.
