I don't think we're talking about a proper 'hiring' here, as in offering a labour contract with fixed wages, health insurance, and so on. If they simply hire a freelancer (which they already do, btw, as they did hire an sketch artist), they'd only need an invoice for those external services so that they can label them as costs in their tax bill. The thing is that they want nothing of the hassle that involving a third party *could* bring to their workflow and creative process, period. Bureocracy is not a factor.

But like you said, the first time.... Probably they had a few ideas, created those stories parallel, and when one story was finished they published. Probably they already had a few stories mostly finished. They needed to have it to become popular.
Now they are so far, that all story material was already used. And so if a new item comes, they need to fully create the story etc...
Of course 22-24 was really because of problems in life, like most of us have...
And don't forget in the beginning you are always more engage to spend more time into it.
