It's worse than this.And 100% on your other points. Tech and expectations are way off the charts now. Unreal Engine is crazy but to do it as people expects takes enormous amounts of time. If you are in that 3D world you have to compete with the big boys or your game looks terrible in comparison.
Good 3D at the time does not age nearly as well as good 2D in that same timeframe.
GTA is protected by the success of its online GTA5, if that wasn't as (consistently) profitable then it would be out by now. The problem is when online games started to turn profit from an inital purchase to a consistent return - this went from subscription to rushed annual releases to micro transaction. Shareholders don't want income once every 4 years, so the big companies scramble to try make profits every quarter.All this takes tons of money and tons of time and now cool games come out once a decade. The next GTA after 6 will probably come out in like 2040. That's crazy!

In terms of adult games, they used to be essentially banned (the GTA 4 'hot coffee' incident springs to mind, where there was a sex minigame scrapped from the game but still in the code that when discovered forced massive recalls even though it was not accessible without mods) - thats the level of not allowed & so the idea of making money off them didn't exist so most were passion projects. Yes an no. They used to have to go head to head with the larger devs. Now that those larger devs have restrictions and demands on them, there are massive gaps for the indie devs to step into. The market didn't want feature complete games like in the 2010's to stop being made, the devs stopped making them to satisfy shareholders.They were always in position to do this.
