I haven't tried this or even downloaded it, but I would guess you'd unzip the file in game/tl/ . "tl" stands for "translations"
Are there any references for the internal APIs that mods use? I'm trying to write a mod, but even with the tutorial and with Kagney as an example, it is still an uphill battle to understand everything.
