Nah I don't think you missed anything, the ladder leading down just didn't spawn for you too it seems. Either you can start a new game and hope for the ladder to be there, or wait until an update, that fixes this issue.

The uncensored games you see, are, most likely, export versions. Or uncensored by translators.
That is because "Graphic violence", like most tags on this site, can have different levels of presence in a work. For example, a "loli" tag can be on a work which is full of young girls, or that can only be one girl within a harem, or even one scene where an enemy magician turns MC young. But in all cases, the work gets "loli" tag. And apparent age of those "loli" can be very different too - some people seem to put the tag on any woman whose breasts aren't bigger than her head.

Yes it's a stupid law, but the problem is Japan is the kind of place where even if everyone agrees that censorship on adult media is dumb no politician wants their reputation to become the pervert who cared so much about taking down that censorship. As for seeing uncensored games, those fall into either, the game has just applied a censor layer over the art that can be easily removed (though whether or not the things under it are properly made is a different question entirely), a 3rd party went out of their way to redraw everything uncensored, or the devs give overseas publishers an uncensored version or patch for their overseas release. Those uncensored version however aren't ever officially released in Japan, thus it doesn't break censorship laws, though sometimes devs can get into some trouble in the case of the last one so it's not very common.

idk what magicka is but yea this game is a fucking mess man, it's like this kind of metroidvania but with some fucking big map where every area looks the same and you have to walk a lot so i got lost pretty easily, and it has very few h-scenes that get reused over and over again for EVERY enemy, combat is bad too from what little i remember honestly i dropped it real quick
